Rothfuss has cited Le Guin among his formative writers, and the magic is hers: power comes from knowing a thing's true name, the naming is difficult and costly, and a school exists to teach it to gifted boys who then over-reach. Ged calls up something he cannot control out of pride at that school; Kvothe calls the wind and is whipped for it. The frame differs, since Rothfuss has his hero tell the story himself in an inn, which puts a layer of self-flattery between the reader and the events.
